Xpadder is about mapping keyboard and mouse input to a gamepad. (Emulating keyboard/mouse on a gamepad)
I believe your talking about gamepad emulation. Something Xpadder is not designed to do.
Short answer: The simplest solution is to just assign and turbo the equivalent keyboard input. I understand that doing so may not be ideal in your situation.
Long answer:
If you really want/need to add turbo functionality to a controller with a game that has native gamepad support (If, for some reason, alternative keyboard bindings are not available); It cannot be done with Xpadder alone.
You could possibly, in a roundabout way, get a button to turbo by using a 2nd input emulation such as autohotkey/ppjoy to emulate a joystick button and Turbo the emulated button's keybinding using Xpadder.
Complicated...
This is all hypothetical and don't have the will or time to confirm or debunk this idea. But have at it if you like.
