I have tried to purchase using my Visa Card but I am informed that PayPal does not recognise the card. What has PayPal got to do with payments by Credit cards?

PayPal is the "middle man" to purchase Xpadder. Basically you send paypal your credit card info and paypal does the rest. Jon (the author of Xpadder) does not get your info directly and, while i'm not completely sure as i dont use paypal myself, but i think paypal only gives Jon the necessary info to help safeguard your information.

With that said, Jon is away for a few more days. He is the only one that can help you with this kind of problem so i'm afraid you will have to sit tight for a bit. We are very sorry for the inconvenience. You can of course keep trying, you may have just gave the wrong info.

I know another user had a similar problem. It turned out that Paypal only allows a credit card to be associated with a single Paypal account. You may have to contact Paypal directly.
